First build ever 3900X + RTX 3090

Budget (including currency):

Country: USA

Games, programs or workloads that it will be used for: ML & light gaming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

CPU: AMD Ryzen 9 3900X

Motherboard: ASUS ROG X570 Crosshair Hero VIII

GPU: Nvidia RTX 3090 FE

Memory: G SkiLL Trident Z neo 16GBx4

SSD: Samsung 980 Pro 512GB

Cooler: CORSAIR iCUE H150i RGB PRO XT

Power: EVGA supernova 1000W

OK, first build ever. First of all, it was a huge mistake to buy the ASUS ROG X570 Crosshair Hero VIII instead of the ASUS ROG X570 Crosshair Hero VIII wifi. I spent hours trying to figure out why my driver won't intall and my internet is off. I guess this is a typical beginner's mistake right? I also have a preorder for 5950X but that is not going to be shipped until Q1 2021 so I ended up with a 3900X. I will sell it later.

Could anyone help me find out if installing a PCIe WIFI card would affect my GPU bandwidth? Thank you very much.

Installing even a WifI 6 card will have no impact whatsoever on your GPU's PCIe bandwidth

Here is what I find on the manual. I am very new to building a PC, so please helo me understand this. It says dual PCIe card would result in the first PCIe slot to operate at x8 instead of x16. Is that right?

It also seems to have a PCIe x1 slot at (3). Is that the place to install the wifi card?

I'd install it in the 3rd slot since that's all the card needs, and also it likely isn't bifurcated with the same lanes as the ones the GPU is using.

That also frees up the other 2 full slots for other expansion cards you might want in the future.

Put it in the 3rd slot, as said above.

Edit:  Do something with that cable management too please ;)

I always route my fan cables right next to or under heatsinks to make them less noticeable. Don't be afraid to run a cable behind the back panel only to feed it through the same hole back to the front again. That will get rid of a lot of the excess in the fan wires. If there's a ton of slack in the cables at the front, pull them a little tighter, especially for fans and IO. Also, route that 12pin to dual 8 pin under the GPU a bit, that will let the front of the card be less obstructed (just make sure it doesn't interfere with the fan blades there).

Thank you very much. Do you happen to know which way would be better to set up AIO fans? I have 3 120mm fans pulling air into the case at the front, then 3 120mm fans on the top to pull air in and cool the AIO radiator. There is only one 140mm exhaust fan at the rear of the case. Would that be a terrible idea? I saw the Corsair AIO cooler suggested to pull air in so I set up that way. Would it be better to blow air out at the top of the case?

I prefer a balanced airflow.  I have 3x 140mm as intake, my 360mm AIO as exhaust with another 140mm fan out the back as exhaust.

I'd have your AIO as exhaust personally, but others may have suggestions as well.  Right now you have all this "cool" air coming in, and hitting a pseudo wall of warm air that isn't leaving as fast.  You want throughput, like a hair dryer.

Thank you. Can I simply flip the fans to change it into top exhaust fans, or do I have to put the radiator underneath the fans for better air flow?

Just flip the fans.  Doesn't matter about fan position. Air will flow just fine. I have my fans closest to inside of case (pushing air out), then radiator, then outside filter for reference.
