Turn fan off

I have a desktop with enough fans, but for some reason I cannot stop the Ryzen 5 standard fan, without opening the case and getting it out. It keeps running at 969 RPM. 

Is there a way to stop this noisey thing from turning?

set  fan curve in bios, but as you turn down the fan speed the, temperature will increase

Well you won't want to stop the fan completely but you should be able to change the curve in your bios.

I can't go below 900 with this one. Other fans are able to keep the temperature in check just fine, but even at 900 RPM it makes a hell of a noise...

You can try with 3rd party software. But if that doesn't work, noise is one of the more common reasons of getting aftermarket cooler.
