What is Ring \ Cache Ratio?

Hi,

 

I have i7 9700k @5.1ghz @1.31v, I ready that cache ratio should be few ghz lower than the core ration, in my example I set it to 4.7ghz.

 

but I wasn't able to locate an explanation about what is cache ratio, what does it do? does it increase performance? should I lower it to get more core clock?
