Mouse lag in Windows 10

I have recently been experiencing very noticeable mouse lag in games but also in the desktop like when launching The New Edge browser. It's like the CPU is dropping the mouse to deal with whatever its doing. It first started in games but slowly got worse and eventually spread to edge. Does anyone know why this is happening and how to fix it? What I've seen when CPU usage is high is the system drops frames rather than inputs so what gives?

I should also add I have a Core i5 6500, MSI B150 PC MATE, Oloy 16gb DDR4 2133Mhz (rated for 2666Mhz but the motherboard caps it at 2133Mhz), and a MSI Gaming X RX 480 8gb. The power supply is a Powerspec 750w 80+ Bronze unit.

The only time I've seen heavy mouse lag from Cpu usage is when running OCCT and Prime95 at the same time. 

 

So, my suggestion is to re-install the mouse driver, for whatever mouse it is that you have....

I have a Roccat Nyth, I'll try that and update this when I do.

So I just tried that. To install drivers for this mouse you have to install Roccat swarm, it's a control for the mouse that lets me control polling rate and DPI. Unfortunately it didn't solve my issue and the polling rate is already 1000hz.

Update: I fixed it. I just uninstalled all of the MSI utilities and now it isn't doing it. Thanks for the help anyway man.

I'd like to add that it was the MSI Gaming App don't know why but it was messing with my mouse.
