Hello a few moth ago i upgraded a dell insprion 3671 with a new graphics card(msi aero itx)  and a new power supply( evga ba). it has been running smoothly other than me needing a 24 pin to 8 pin connecter. However today i had a problem when booting up where the power supply fans turned up to the max and nothing popped up on the screen. There was a orange light on power button of this computer, which i know happens when there is no boot. I then turned off the  power supply manually by flicking the switch on the back and then waited and few seconds and then flicked the switch back and then the pc turned on. Is this a symtom of a bad power supply or something else. I have listed a few things that may be relevant also:

I could not mount my psu because the screws did not line up, but i do not move my pc

There were no intake psu fans on the bottom of the case, so I had to mount it up.

The clearance between the gpu fan and the psu fan is about 1 to 2 inches only.

Most psu uses temperature sensor to control their fan curve. Maybe you're right about the psu sitting just inches from the graphics card. So it pulled hot air from the graphics card, maybe tricking the sensor that the psu is hot.

But for it to already ramping up at boot it's weird. Maybe the temperature sensor failed???

Also this usually happened 'cause of sudden power loss e.g. power outage or just flicking the power strip switch really quickly. The sudden voltage surge to the PSU could do weird and sometime damaging things to it.

Well sorta.... If your area often had power outages or generally the power at your house is unstable (if your lights flicker or dim a few seconds when you turned on something high wattage). Then yea, change the psu could be just one more voltage surge would fry it and could take the motherboard with it.
