so I have a old dell inspiron 620 with a i5-2320 2x4gb ddr3 patriot Viper

480watt pcu 1tb pny ssd

the old graphics card i had in this was a geforce gtx 460 v2 1gb

ran fine in the system then I swapped that for a R9 270x windforce 2gb and went to power on and...

lights on

fans on "including gpu fans constantly" 

but no signal to monitor 

I have no idea what the issue is here

the pci express slot is a 2.1

Did you uninstall the drivers for the old GPU before you swapped it out? If you put the old GPU back in does the PC work fine?

Sometimes these older workstations are not compatible with certain RADEON/RX graphics cards. I had an old lenovo mechine that lenovo hade made so the bios would straight out not see radeon/rx cards and was only validated for geforce cards below the 20 series. That might be whats going on here but I cant be sure.
