i have cm mwe 750 gold fully modular power supply. when i turn on the computer only rgb lights turn on, no cpu cooler or case fan starts. the power supply makes a silent sound while its fan also does not run. it happened in the past few times when i hold the power button for long. yesterday the issue started more frequently when i turned off the pc by holding the power button for long(only few seconds until the pc shuts down completely. i want to know if my power is faulty or my motherboard is doing this issue.

That's a heat issue...

 

Leave the side off the case.

 

Does it do the same thing?

No.  Incorrect.

 

PSU is "always live" with +5VSB.  It's going to feed that power to the motherboard no matter what.  It's not going to fully turn on the rest of the way until the motherboard "tells it".

how can i assure that its motherboard issue. actually its in warranty so i can claim it

Likely a MB issue then.

 

Normally when it won't work then after a period of time it starts working again it's a heat problem.

 

Could be either the PSU or the MB's VRMS got too hot and had to cool back down.

its a psu issue i directed the psu and the fan did not spin this time. 

i don't have the invoice as it is a gift. can i claim it on the basis of its manufacturing date that is 2019? 

it is in warranty period according to cm site.
