GPU: AMD RX 590 - 59.6%
SSD: WD Blue SN550 NVMe PCIe M.2 1TB - 246.6%
SSD: WDC WD20EZAZ-00GGJB0 2TB - 21.5%
RAM: Corsair Vengeance LPX DDR4 3600 C18 4x16GB - 126.2%
MBD: Gigabyte X570 AORUS ELITE
the gpu seems to be facing bottlenecks... any suggestions

UserBenchmark is trash. Don't use it to gauge your GPU performance. use something more realistic, like Firestrike or Timespy.
