I recently built a mega overkill PC. I am running a 10700K, 32gb Vengeance Pro, 2tb NvME SSDs and a RTX 3090 FE. I am using a 49” Samsung 1080p 120hz (4K monitor is coming Monday). Running F1 2020 I am getting 135-150 FPS at 1080p which seems too be pretty good for the card. However when I play RDR2 at ultra everything at 1080p I am getting between 58-75 FPS. This is fine but I was expecting to get more. This is my first time building a PC since the XP days and I am unsure if this is normal or not. Or if I am bottlenecking because I am using a 10700K instead of a 10900K or I missed a setting somewhere. Any help or insight would be great. 
 

EDIT: 

I forgot to mention that thermals are fine. After playing RDR2 for 2 hours my GPU was right around 57C and my CPU around 40C

What clocks are your GPU/CPU hitting? 

The more I learn, the more I realise I don't actually know anything. 

 

Recommendations: Lian Li 205m (sleek, pretty decent airflow for a non-mesh front panel and cheap), i5-10400f (Ryzen 5 3600 performance, 20% cheaper), Arctic P14 PWM fans, Logitech g305.

You can download MSI afterburner and enable the On-Screen Display in the settings. It can tell you temperatures, clocks, usage and more for each of your components if you enable it.

The more I learn, the more I realise I don't actually know anything.

I would recommend running the Hardware Unboxed suggested settings for RDR2 for optimal fps without loss of visuals.

assuming since you're new to PC building you are running everything stock? a 10700k wont bottleneck you over a 10900k, they're going to perform pretty close to the same in gaming. i would be looking to OC that CPU to 5.1-5.2Ghz (provided you have a decent cooler).
Is also worth checking that you have XMP turned on in your MB BIOS so that you're getting the advertised speed out of your RAM.
these things are pretty straight forward you can more or less learn to do them from an hour researching on YouTube.

Optimizing beyond that youll need advice from someone more experienced than myself :)
