I'm not really sure where to begin with this, but randomly in various games, I'll notice very slight stutters or what looks like frame dips/skips.  Loading up FrameView and running a couple tests in various games seems to confirm this, even in older games, getting a min FPS of 70, 60, sometimes 30, and in parts where I'm just standing still and looking around.  What's weird is I run with v-sync and g-sync on, so my FPS should be limited to 165, as I have a 165hz monitor, yes I am seeing the max FPS from FrameView going up to 200 and sometimes even 400 fps, which, if I am running v-sync and g-sync, I don't know how that is possible?  I'm also getting the same issue with my 2080ti, and I've been plugging that in vs the 3090 back n forth to compare, though I feel like when my FPS goes under my monitors refresh rate, things don't seem as smooth on the 3090 as they should be with g-sync on and all, I have all overclocks off...I kinda just need some help figuring out how to test this and pinpoint the issue, I'm kinda at a loss right now.

 

OS:  Windows 10 64bit

Mobo:  Gigabyte Z390 Aorus Master (bios version F11c)

CPU:  i9-9900k

GPU:  RTX 3090 FE

RAM:  64gb's Corsair RGB Pro

PSU:  EVGA 1000w PQ (yay awesome coil whine since plugging in the RTX 3090, replacing soon, though I doubt this is the culprit of my current issue)

 

I'll include a screenshot of some of my frameview tests but what I did in each one is a bit different without an explanation so idk how useful the info will be unless I do some better/proper tests:

So it occurs with the 3090 and the 2080 so its not GPU.

You mention coil whine started on your PSU when you plugged in the 3090.

Is the coil whine still there?

Perhaps your PSU didnt like the increased power draw and is now damaged internally?

Not that its under powered, but maybe it was on its way out and the extra power draw brought it down some more?
