 4.5ghz is not that good oc. try 4.7-4.8. I can get 4.7ghz easily with 1.25V.

The lower voltage you can accomplish an oc the better, and you'll never hurt you cpu with low voltage, worst case you get stability issues

It depends on how you stress test. I wouldn't go below 1.25v for 4.2 GHz if I want to the Prime95 stable for example, but lesser workloads could get away with more. From memory around 4.7 was the easy limit for air cooled overclocking on that generation if you don't need Prime95 stability, but I don't recall what voltage that was typically at.
