i9 9900k overclocking issues

Hello, I recently upgraded my gpu to a rtx3080 and my i9 9900k is the bottleneck on cod mw... So i've been trying to overclock it but it doesn't want to go above 4,8Ghz all cores...

After many changes on the oc settings I managed to have 4,9Ghz at the exchange of getting the Short/long term power at max and the iccMax on 256A aswell. 

What I changed on the bios:

CPU ratio [4,9]

Ring ratio [4,6]

CPU Ratio Mode [Fixed] (had it on dynamic before)

1,32V (I think I can get it to 1,30V)

CPU Core voltage mode [Override mode]

Intel C-state disabled

Short/Long term power to the max

Processor Core IccMax [256A] (maximum aswell)

 

IccMax was the issue at 4,9Ghz since I was getting Current Limit Throttling

 

Questions:

Are those settings safe? (I think sometimes it still downclocks a bit)

Is there anything else I should change like AVX?

Why does it still downclock sometimes? VRM are also ok

 

I cannot stress test because the VRMs on my mobo get too hot and it downclocks (100c+)


My mobo is a MEG Z390 Tomahawk

Temps are also okay in gaming, with the new IccMax i get around 65-70c gaming

Probably the AVX offset.
