It all depends on the block really. Make sure it's not just compatible with TR Socket but also made for TR. Meaning you have a large baseplate that covers the entire IHS. 

Then I'd say get the 360mm variant and you'll be fine.

Don't think any NZXT cooler has a waterblock coolplate covers the entire TRX4 IHS.

If you can afford a 3990X, you shouldn't cheap out on the cooler. You don't need fancy hard line tubing. Get a decent TRX4 water block, 360mm rad, a DDC pump and reservoir combo, some fittings and EK ZMT soft tubing. Can be done for about $300.

 

Or get a Noctua NH-U14S TR4 air cooler. I haven't tried this cooler on a 3990X. However I built a 2950X with PBO on for my brother in-law in 2019. It draws 240w and the maximum load temp is 67C. I imagine the cooler will do just fine with 3990X as long as you run it stock.
