low rpm while gaming

Just recently i saw that my gpu when gaming is at 70c which never happens then i saw that the rpm is only at 1200 rpm i have a rx 5700 xt gigabyte gaming oc

max fan speed is at 48

I'm not sure its in the tuning tab of the amd Radeon software it a bar that you can slide

I would probably say the fan curve

May just be a bug with the software.You can try reinstalling it or trying MSI Afterburner instead.

There is no problem. 70 °C is a perfectly good temperature, spinning up the fans would just make extra noise for no good reason, so the card doesn't do that

Yeah 70c is perfectly fine.   If your fans can keep it cool at that speed than it's fine.
