I'd imagine there's some savings to be made here and there, perhaps so you can have a more powerful GPU?

1500 dollars is a nice amount.

I'd just imagine you'd want to come out of it with something better than a 1650 if you are spending so much - especially as it only has the 4gb.

I don't know how much 16gb of RAM would cost, but is that something you could cut and just have 16 instead of 32?

This seems a bit excessive, especially considering you're only going to use the PC for web browsing and light gaming. Even for running more intense games, you don't need more than 16GB RAM right now. I'd save some money and drop your RAM down to 16GB. Then maybe use the extra budget to buy a 1-2TB hard drive for extra storage space, or upgrade your monitor a bit (lol here I am suggesting someone to upgrade their monitor when I have the exact same monitor they're considering. It's actually a great monitor for the price, but if you increased your budget a bit you could get something larger and possibly with a better refresh rate - the monitor does feel a bit small for me)

Edit: Or get a better GPU with the extra money. For some reason I read that as a 1660 and not a 1650. You could definitely get a better GPU with the budget you have.

I mostly speak from my own past experience from similar problems. My solution may not work for you, but I'll always try my best to help as much as I can. If you want me to see your reply, make sure to quote my comment or mention me @WaggishOhio383, and I'll get back to you as soon as possible.
