Why would you get a laptop for what sounds like a media PC? And if you are going to be using it as a laptop, good luck finding something with a 4k screen for your budget.

 

Regardless, consider a used Thinkpad. X-series if you want small screen and lots of IO, T-series if you want bigger screen and lots of IO, X1 Carbon if you want thin and light.

Wll... you could go for one of those older Lenovo Thinkpad Yoga 2 in 1. Should tick all of your boxes and it has an added benefit of having the power button on the side of the laptop so you could turn it on without opening the laptop itself

i already have a 4k tv, but i want something that i can both plug into the tv and use on the go.

I'd say both, most of the tasks i will do require almost no horsepower, except for 4k playback (movies).
