I need a PC for $2000 used basically only for the AdobeCC. No need for peripherals or windows key. Thanks

This is mostly with Premiere in mind though, since it's the most demanding (or rather, the one can take advantage of the most horsepower). If that's not the priority though, I'd skip the PCIe 4.0 SSD firstly, then maybe dropping to 32GB, swapping out the 3950X for a 12-core and ditching the 3070 out in favour of something like a 2060 KO.

I would go for a better motherboard, as I wouldn't be comfortable pairing a $700 CPU with a $140 motherboard. Also, instead of a P300A with 2 $25 fans, I would go P400A, Lancool II Mesh Performance, or TD500 and add a single fan or no extra fans at all.

The B550-A PRO can handle a 3950X no problem. If it has the features he needs then he doesn't need to spend any more.

The B550-A Pro is more than capable in running a 3950X.
