This would be my take on this budget. The 3600XT is a placeholder (for whatever reason i can't create a custom part on PCPP), I'd wait 4 weeks until the 5600X is out for 249$ MSRP. I also managed to include a 3080 in this budget. (If you can find one on sale for MSRP, should be easier once 3070 and maybe even big navi is out) This CPU and GPU combined will perform a whole class above your mentioned parts in the OP. The theme is pretty much black only with the only RGB in the front fans and the GPU.
