Screen glitching

The top of my laptop display sometimes flickers a bit (on the home screen). Is this a hardware problem or is this software related? 

What can I do to fix it?

When did it start to flicker? ANd how old is the laptop??

I brought my laptop in because it was having a problem with the Webcam. Then they replaced the Webcam, display, motherboard and the cable between the motherboard and the display and Webcam. After all that it started to flicker but it doesn't do it al the time.
