If you're willing to spend your freetime on learning how to build it and choosing parts AND you like building things, you could definately build a pc yourself. 
But if you don't really enjoyed lego for example or have better things to do and you make enough money to pay someone to do it for you and get around it saving money because you made it in the time you would have spent building it; you should look for something pre-built.
It takes some time to learn it if you're starting from zero.
I enjoy building and tweaking. thats why i build my PCs.

I second this.

I planned my build for a little bit under a year.

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)
