depends on the prices. the difference in performance will be around 2%. so I would spend 2% of the value of the whole pc on the faster ram. if your pc is $1000 and the difference between the kits is less than $20, go for the faster ones.

also, amd benefits more from faster ram than intel, so depends on what cpu you have. it also depends on the applications as well.

as for changing the timings, you can try, of course. there is no guarantee it will work, like with any overclocking.

Always go with the faster kit. But don't spend too much $$$. The timings you have listed 16-16-16 is common on Samsung b-die kits. You shouldn't worry to much about it as it will hardly make a difference. If you can find a kit that can do 3600@14-14-14-3 then we are talking

you can change the timings for the kit, though the only way to know if it's going to be stable or now is to try.

For the 3600mhz one its  around 130 usd (the timing is 16-19-19-39 instead of 16-18-18-38 for the 3200) and for the 3200mhz the price is 115usd

Yea the price difference isn't huge, you could just go for the 3600 cl16 kit.
