Need someone help for building a workstation for a friend

Budget (including currency): around 4k usd

Country: usa

Games, programs or workloads that it will be used for: work load is primarily going to be 3d rending. 

Other details 

I think I have a really good understanding of making builds with the amount of reading I have done. But I want to make sure. I am thinking a

-amd x3900 for the more cores

-an asus Crosshair hero (wifi)

-gpu not sure because I think they need it like last week, and I am not sure if gpu is SUPER important if a cpu can take the work load but maybe the 2080 or a 3070 if they can wait

-Samsung evo plus 1tb

I am not trying to max their budget because they don't know to much about computers hence avoiding the threadripper. But I might consider in after I talk to then again.

 

Just need advice if this is good or build or not. And if intel would be a better platform because of the simplicity of intel chips. Because as I said they are really novice.

could go for 3950x for even more cores

What mobo would you suggest instead? Because I was thinking of getting the Crosshair for my own build (I plan on overclocking my cpu just a little though)

Its the 300 motherboard, not the 600 formula?

I would say Ryzen is easier with it 3950x and those numbers not I9 9900ks+tuf jazzz.
