W3520 HP Z400 noisy fans

Hello everyone,

 

I need your help again as I am getting crazy with my HP Z400...

I bought a Z400 with an X58 Mobo (2nd Version with 6 Dimms) and a W3520 + 12 GB DDR3.
Ive put in a GTX760 and the results are very nice, for Full HD Gaming on Esports titles.

But the fans are incredible loud as soon as Windows 10 is up. CPU and Rear Fan.
Before that they stay quiet. (I already own a second Z400 with the same Mobo which stays perfectly fine and quiet.)

I Got idl temps of 32-37°C on the CPU Cores. (Sometimes 40°)
Which seems a bit high. But the thermal paste is new and its enough. The CPU is fully covered.
I used MX-4 (which was always okay for me).
And the CPU is very power hungry. So I guess the temps might be okay.

But as soon as the CPU has even low workloads (like opening the browser) the Temps ramp up to 47°-50°C.
Maybe the temp sensor is broken. Do you know a way to check this?

You can't control the fans by SpeedFan on the Z400 Mobo. 
So this is not an option in this case.

Do you know any way to control the fans in Windows 10 Settings?
Windows 10 Pro 64bit is installed.
 

Should I try to reinstall Windows 10?

PS: The original 130W TDP fan from HP is installed (5 pin).
PPS: You cant control the fans in the bios.

I hope you have some ideas.

UDPATE:
I reinstalled Windows 10 and everything seemed to be fine.

But after doing the Windows Updates the fans are noisy again.

 

So it looks like Windows causes this error.
Some ideas?

Check the background processes in task manager and CPU utilization. I had similar issues with Windows 10 when I first completed my i7 9700f build. The problem went away after a few days. Windows 10 seems to do a lot of background tasks with a fresh install.

You can control the fans in the bios mine are quiet
