From what I understand you have 2 harddrives only and no SSD.3
To make your system feel more snappy you will have to buy a SSD like a Samsung 860 EVO or a Crucial MX500 I've personally used those.
You will either have to clone your current windows installation using software the maker of the ssd provides or some other kind of cloning software

Or another option would be to reinstall windows entirely.

Kinda sounds like thermal throttling. When's the last time you cleaned out your system and replaced the thermal paste?

An SSD will have minimal effect on gaming performance, if any at all. All adding one would do is cost @Kabch a bunch of money and leave them with the same problem as before.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

That’s not good. Get something like MX-4 and check it every year or two.

yet fps is just going down to like 130-120

Just cap your FPS to 120 then.

That is really big issue. Only time when your GPU usage should be under 80% is when GPU is hard botllenecked by CPU, and looking at CPU usage it isn't. How long have this been issue and have you tried different version of drivers.

since i got my i7, thought it was a good cpu for gaming yet not for every game i guess games like valorant and cs go require only 4 cores but effective ones like high core clock not like i7 with 4/8 so its always 50% cpu and 30%gpu but for games like fortnite and apex ect its all normal even tho this stutter issue is new to me so after a whole night of benchmarks it turns out that either my windows or hard drive are really bad
