Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'm upgrading from a 1050 ti, i5-7500 @ 3.40GHz and 16 GB of DDR4 RAM. 

The plan is to build a completely new system. I use a 1920x1080 monitor, 144hz. No peripherals needed.

1. What speed is the RAM...?  May be usable in an upgrade.

2. What 'board have you got...?

3. Are you averse to using 2nd user CPU's...?  If yes, forget 2, above.

I'd say wait for ryzen 4000 + rtx3000. Getting older gen stuff now is just pointless. Worst case scenario you get some amazing used deal and snag like a 2080ti for cheap.

You should probably try to snag an RTX 3070 in October and a Ryzen 3600 or 3700 (or their 4000 series equivelants if you wait until November/December). Then shoot for 16gb 3200Mhz ram and a fast m.2 SSD on a B550 motherboard.
