It's built this way.  Nothing to worry.  Any AV will also have on-access and real time scanning so that can cause jumps too.  There's a lot of background tasks from Windows that don't run until it detects its idling so it won't affect your usage performance.

I just build a new pc with

intel i7 10700k

msi mpg gaming carbon wifi

tredient z royal

corsair RM 750i

win 10 pro

My cpu usage is below 5% but the cpu frequency is always 80-100% even when it is idle.I cant find a solution on net,except to change power setting to balance mode which already is.I tried changing bios to defalut still no change.I dont know if this is normal or not?

It will fluctuate all the time.  Nothing stays at any clocks for any sort of prolonged time.

What do you mean. 3.800GHz is the base clock, it boosts itself up to 5.1GHz on single core if it can.

sorry i am new to this and dont know much,so you are saying everything is fine.I thought when cpu is idle it clock down to 800 mhz but resource monitor was not showing that way

It won't clock down that far, it will just turn that core off (sleep).  Most software can only read the last clock speed of a core prior to sleep, so that's what they display.

Unless it's overheating or running at too high voltage, you have nothing to worry about :)

this is the normal operation area of the CPU, all the new CPU, amd or intel will boost to very high speeds without any sort of overclock.
you can read up on Intel® Turbo Boost Technology if you want more info

you also want to use something like hwinfo64 or cpu-z to check for system info rather than task manager.

 

Anything i've written between the * and * is not meant to be taken seriously.

keep in mind that helping with problems is hard if you aren't specific and detailed.

i'm also not a professional, (yet) so make sure to personally verify important information as i could be wrong.

it says when user's workload demands additional performance, the processor frequency will dynamically increase until the upper limit of frequency is reached.so it wont take effect while it is idle

According to hwinfo64 all of my core jumps from 800mhz to 4700mhz in ever 1-2 sec.if they just turn themself off why do the reach 4700 mhz again

Cos of either background services or you moving your mouse.  It boosts temporarily to complete whatever work it's doing then goes back into idle/sleep to save power and heat.

Thanks for reply.I just build it and thought I did some kind of mistake,stressing over stuff I shouldn't.
