Really only you can answer that. Check the hardware usage in task manager while doing whatever you use your pc for 

 

If you're talking about games, it depends on the game. Majority of the time it should be fine

Really depends on the workload. In super GPU-bound games, probably not. In games where your CPU has a larger impact on performance, probably. Like @Slottr suggested, you should look at task manager while in a game. If either your CPU or GPU is pinned at 100%, and the usage on the other isn't super high, then you could be encountering a bottleneck.

so what i learnd is if your gpu is at 100% then its gpu bound and in task manage you can see if you are close to your max ram then it would be ram bound. cpu is a bit more difficult but say you have 8 core cpu and the game only uses 4 cores then it would only show a %50 usage meaning it would benefit form higher core clock rather then more cores.

now if your ruining sli and only 1 gpu is around 100% and the other barley doing anything then the game not using sli support.

then you could also be hhd bound.

 

also the bigger the monitor the more power it will need. so dropping resolution or smaller monitor can give more fps.

 

but at the end of the day if your games not lagging then who cares. at this point is using fps is for dick measuring.

ok thanks.. but just a simple question - if cpu runs more or same %, is this the bottleneck? (like cpu usage is 96% while gpu is usage is 89%)

Nope, that actually means you don't have a bottleneck. Neither the CPU or GPU is actually getting fully maxxed out, which means that neither one is holding the other back.

if your cpu was pegged at 100% then yes but its not same with gpu. looks like its a 6 core witch means it like more then 4 core for that game. higher core clocks or more cores would benefit but its not at a bottle neck yet. for that game anyway.
