I have built a PC for my boss but I am running into an issue.

If I shut the PC down normally in Windows, the next time I try to start it, the screen remains black and a red VGA debug LED is lit up on the motherboard.

When I press the RESET button, the system starts normally. It also boots normally if I turn off the power supply, turn it back on and then start cold.

I thought it might be Power supply related, but the Power supply is Corsair RM650 and GPU is 2060 Super so it should have plenty of power.

 

Full specs are:

B450 Tomahawk MAX

Ryzen 5 3600

HyperX Fury Black 16GB (2x8GB) DDR4 3600

Gigabyte Windforce 2060 Super

Corsair RM650

Boot and reset are different.  The “works if power is actually cut to the machine” is an interesting wrinkle.  So it only happens if full boot but power has not been cut.  This might be two separate issues. 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
