Strange bottleneck

Hi guys, I am wondering why I am getting such low frame rates even tho neither my CPU or my GPU is being used 100%?
 

Here is my set up:
OS: Win 10
CPU: i7 6700k @ 4.4 (OC)
MB: Asus Z170-A
GPU: MSI RTX 2070
RAM: 16 gb
Game is running on an SSD

Any help would be much appreciated!

Hmm is it possible that the bottlenecks are from the memory bandwidth?

Good point. Hmm my memory is running at 2197 MHz is that too low for my setup?
I did try to overclock it once but it did not make any performance impact but I haven't tested it on MFS2020.

Well both are not running at 100% but my game only give me like 20ish fps so I dont understand where the problem is

your CPU might not be running 100% overall, but im pretty sure few of those threads are near 100%, which is causing the problem

it would help if you could show individual thread usage

Is your monitor max fps 20 or are you on 4k???

I am running 1080p and my monitor is set at 60 fps. 
Edit:
Not sure if that matters but i am running two screens with 1080p but the game is just running on one of them

Here is an update. The game should try to reach 60fps but stays at about 35-37. None of the cpus threats is beeing used fully.

mmm... seems like it just doesnt run well

 

but honestly, the best gaming PC you can get today runs that game around 66FPS, so i wouldnt expect 60fps from yours

it's very cpu heavy, but doesnt use many threads

Alright thanks for your help  maybe its just a software problem.
