My Zotac GTX1070 mini is performing waaaayyy below average

Specs:

- Ryzen 5 3600 oced to 4.3ghz

- B450M HDV R4

- 2x Kingston HyperX 2666mhz 8gb

- psu 650w 80+ gold

- Zotac GTX1070 mini

 

Bought this card as a refurbished card.

So what I've already done to make sure it works perfectly and following the specs :

- Using MSI Afterburner to check the clock speeds and usage (All working perfectly including when oc)

- Checked the temps when gaming (65-75c on load)

- Checked and adjusted the fan curves (Working perfectly with good temps)

- Opened the GPU to check the chip (Chip was GP104-200-A1 so it's a 1070 chip)

- Checked the components on the PCB (Everything seems fine but I'm not entirely sure because I'm new with GPU stuffs)

- Checked GPU-Z and all the details are within the specs

- Flash the vBIOS

- DDU

So I'm actually confused since the card is working perfectly as the specs and should perform as a normal GTX1070 (probably a bit less since its mini), but the results are bad. Almost the same performance as my old GTX1060. So any suggestions why this would happen and how to solve this?

Temps under load?

Ok, try taking off the oc and see what happens.

During the benchmark, do you see a stutter every few seconds or it's just low fps?

The system has the same drivers as the old GTX 1060 or other cards? Try DDU to exclude drivers problem

There was no stuttering. The fps is low from the very start as if I'm using lower model gpu and not a 1070. The driver is up to date (456.06). I sold my 1060 less than 2 weeks ago so probably the same driver since 456.06 was released on 17th august. I did DDU the day I bought the 1070 and also around 5 days ago. But I'll try it again after this.

Oh sorry. No it did not perform better. The performance is better when oc but still way below from what it should perform. I tried several more things yesterday like flashing vbios followed by ddu but nothing really changes. Still the same performance as the day I bought this card. I was really hoping it was the vBIOS but nah. So much mystery

SotTR framerates aren't really that low, as that's fairly average for the 1070.

 

Is it somehow getting CPU bottlenecked on a single thread? (total CPU usage on a 12 thread CPU is pretty worthless unless it's at 100%)
