I see that you haven't gone for a dedicated GPU is one of your builds, and I would suggest you to go for one, since the performance you attain from it will make a huge difference. Also, the motherboards on both these builds are not up to mark, which means you can opt for a better one for sure.

Are you tight on budget? What kind of games do you play? Almost forgot, try to have more RAM as well.

When it comes to mobos, I'd go b450/b550, just as a bit better upgradablity 

An ssd would go far

And if possible, atx mobo instead of matx

That is a waste of money, especially when budget is limited.

How much are you paying for these? ssd's is a must in both builds, at least a small sized. Wouldn't go with a320 mb's, also you would benefit from more ram, at least in the second build.

Matx is plenty these days, very few situations require atx imho. What you would be expanding?

No dedicated GPU in the second one? 

While the APU is good, the performances of the 550 would be slightly better in multiple games.

But if all you want is a basic PC... 

Second one is best, but I wouldn't recommend the 320a motherboard with a Ryzen 3000 series CPU (even if it's based on Zen+). A B450 is the bare minimum today IMO for an AMD build, regardless of the CPU you put in it. Since it also gives you a greater upgradability later on when used Zen2 cpus hit the market in like 2 years for "dirt cheap".
