weird vr fps cap

You should be able to disable reprojection, ASW etc somewhere in Rift settings.

I personally use SteamVR, and you can disable those things from SteamVR settings, the same should hold true for Oculus too.

so i got a rift s yesterday and been having a blast with it but noticed some where thing that going on for example when i play boneworks and get in the arena my fps caps at 40 fps which is half of the rift s refresh rate my pc is capable of vr which shouldn't be a problem my graphics card is a gaming x 1070ti clocked at 2mhz

when vr can't do the full refreshrate, it drops to half and reprojects the missing frames from the existing frames.

 Boneworks is a really new and hardware eating VR game, so your 1070ti just might not be enough for it. Try to lower the graphics settings.

well i saw that someone said when he changed the audio from the rift headphones to something else it helped his issues so i did that disabled steam super sampling and it worked like butter with medium shadows 4x msaa got 70-80 fps smoothly game looked crisp only time it dipped below that was when a lot of stuff had to render like oil and gunshots with sparks
