Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'll plan on building a PC sometime soon to stream games to my Twitch channel. starting on a low budget but will upgrade parts as needed later

plan to buy a used ryzen 3000 series cpu, a used 16/20 series gpu and ask again the month before you plan to buy because no one knows how good hardware launching this year will be

i edited my post because i don't really know when i'll get the parts, just want to ballpark what parts would be needed for such a build at such a low cost starting out

Is this a dedicated streaming machine, or a play on and stream build?

Buy a mobo, storage, and psu new. Get ram based on mobo qvl list (check vendor site once mobo chosen), check the side of the road for a case (mostly serious there) or you could do like Linus and Alex and make a case out of cardboard (ok, it'll probably turn out more like James and Jakes)
