Same API, different generations: same image quality?

Does a new generation graphic card produce a better image quality than an older card when comparing the same API? For example OpenGL or DirectX, I wonder if two cards implementing the DirectX 11.0 API would produce the same output or if the new gen card produce a better image?

If the cards are running the same settings and API, they would produce the same image, theroetically.

Provided that all other settings are identical, they should produce identical pixel colors and arrangements, just with a more powerful GPU producing them at a higher rate.
