HITMAN 2016 stuttering

I just downloaded this game from fitgirl basically its the cracked version and i notice it stutters sometimes for absolutely no reason temps are fine usage doesnt spike everything seems fine. i use max settings with vsync off fps limit is 93 for some reason.

specs:

RTX 2080s stock speeds

ryzen 5 3600 @4ghz

16gb ram ddr4 3733mhz

game is installed on WD 2tb drive 1tb left

os is installed on 970 evo plus 68gb left(windows 10 ver 2004)

It's been messed with/cracked. That can cause all sorts of issues. Not gonna go further into this. Read community standards.
