What will you be doing with the computer? Will you game or is it just a workstation, etc? It's hard to recommend parts without knowing what the main purpose of it is.

What are you looking to do with this PC? Productivity? Light web browsing? Gaming?

$420 is a little tight but using some new & old parts it should be doable.

Any particular brands you're fond of? ASUS, MSI, Corsair, EVGA, Sapphire, Kingpin, etc? Or are you just looking for any recommendations?

Mini-ITX would make things easy to assemble but it'd limit you to one PCIe x16 slot.

How many slots do you need? We could look into MicroATX so you have at least 2 usable slots.

pretty tight budget, if you really need new parts:

and for 80 bucks you can probably find a 470/570.

but you could also go used, like a skylake i5/ kabylake i5 system or a 3770/k system for like 300ish bucks and then buy a used 580/480 for like 100ish bucks.

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad.

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

Phone: Pixel 3a (Purple-ish).

I know. I verified by looking up your box because most HP/Dell chassis today are all proprietary so I wanted to make sure yours was standard otherwise it wouldn't have been an option to reuse.

Looks like TofuHaroto has you covered for a parts list. I have no argument against any of the hardware he suggested. Should work well for you with a nice upgrade path.

Do note though when you go to buy a GPU this PSU only has one 6+2 pin. Getting an adapter for 6+2x2 or 6+2 & 6 is a bit of a grey area where it's not really recommend so just note you may have to upgrade the PSU again or limit how power hungry a GPU you buy.
