Handbrake, FFmpeg etc.

You just don't know how to use it correctly. Also, take note that transcoding video without noticeable loss in quality is going to be SLOW. Transcoding e.g. a 1080p video using x265 with CPU with settings that won't result in noticeable quality-losses will take days, unless you have a top-end Ryzen. With an NVIDIA Turing GPU, it'll be faster, but you obviously need to own a Turing GPU.

What was your issue with Handbrake? I use it regularly, with just premade settings and works just fine.

No need for that. Just screenshots for you settings and video metadata is enough. Did you use some premade setup or something else?

So this took a while as I needed something as example. The core of the answer is what bitrate you are using.

The example:

Original
Length: 10:04
Size: 2 002 447 kb
Type: 1080p60
Bitrate: 26981/27106 kbps

Fast 1080p30 preset, frame rate same as original:
537 583 kb
7104/7264 kbps

Bitrate/quality cranked to minimum:
24 084 kb
150/311 kbps

Bitrate/quality cranked to maxinum:
1 490 115 kb
20001/20161kbps

This is file directly from my camera, run through Handbrake using "Fast 1080p30" preset which is what I use for all my encodings. The second encoding is with RF-scale tuned to lowest possible, the last is same dial tuned to highest possible (as in lossless).

Ofc the lowest possible looks like crap. Thats why I recommend you test it out to find where the best quality/size is for your needs.
