4K video editing rig

Budget (including currency):  1300 US Dollars (could be increased if needed)

Country: Brazil

Games, programs or workloads that it will be used for:  Mostly the adobe pack, some photoshop and video editing in 4k

Other details :  This is a Desktop i'm planning to build for my aunt, she is currently using an old macbook, but it can't handle the workload anymore, with this i'll probably get a 4K monitor aswell, open for suggestions, i dont really know much about the needs of video editing, thats why i'm asking for help
Edit, btw noob question, do you really need a 4k monitor for 4k video editing?? if not the monitor is probably not needed then.

You don't need a 4K monitor for video editing. It's a nice to have but not needed. What you need is a colour accurate monitor. Resolution only matters when going to larger display sizes. Personally I al of the opinion that 24 inch is a bit too big for 1080p as you can start noticing the pixels easily and 27 inch 1080p is just bad. That is why I always at least recommend a 1440P monitor for those sizes.

 

For the build I do need to know how the prices are for you as I am well aware that a 3900x in the states is totally doable for this budget but in Brazil that cpu could consume the entire budget by itself.

Thanks on the info, abou the price, i think you can consider that i'm buying all the parts in the states, i stipulated the budget already thinking about the prices here
