The cost is for the licence/key. The install tool does not include a licence or key to use Windows and you will be prompted to enter a product key to activate Windows.

You buy the key, you use the install tool, you install Windows on the PC and input your product key to activate it.

i saw a video and it said it would still work without the lisence key
