100% usage

AMD FX 6300

gigabyte ga 78lmts2 r 1.2 motherboard

8gb RAM ddr3 HyperX Fury

80GB Seagate SATA II HDD

450W Power Supply

When I am ingame lets say im playing league of legends, the HDD % jumps to 100% and it is constantly there it does not go away, also when I am using chrome on windows sometimes it jumps to 50% and then back to 1%, 0% etc. idk what is wrong with the pc or the software but pls help

It's very old sata II hard drive, it just how things are, there's nothing to do here besides getting an ssd/hdd, but ssd would be best, even 120gb.

That is just how windows 10 is with hdds. The solution is getting an ssd and installing windows 10 on that (plus whatever else you want) and using a hd/ssd for extra storage if needed.
