Cpu Power limit throttling

I have been having problems with my system first when i was playing games i have dragon center open it auto switched to extreme performance on user scenario and my Cpu frequency would get locked at 800 Mhz after i would switch back to balanced it go back to normal frequency . When i ran Intel extreme tuning utility i noticed that the Cpu immediately power throttles but no thermal throttling i ran Aida 64 extreme for 1h 30m hottest core came to 77 degrees and all cores averaged 70 degrees i do notice my games fps being quite jumpy in games like modern warfare multiplayer 1920 x 1080p 144hz all ultra setting no raytracing 

 

i7 10700k stock
Corsair 240mm h100i pro xt aio
16gb ram DDR4 G.skill trident z 3600 cl16
Corsair rmx 850w Gold PSu using 8 +4 pin 
Msi mag Tomahawk Z490 motherboard
Windows 10 home
All drivers up to date as well as bios
Rtx 2070 super gaming x

It sounds like Dragon Center is changing the turbo power limits when you use it to change profiles. I would uninstall this software if it is not working correctly. Set your turbo power limits in the BIOS.

Ok ye tbh seems like dragon centre does more bad than good only installed it for RGB control

Hi, I have the same problem - when using Dragon Center, my 9900K power throttles when using the custom and balanced profiles. It doesn't throttle when using when Extreme performance profile.Temps are fine though so I wonder why it is doing this. Did uninstalling the program fix things for you?
