i'm confusedd between these two cards

gtx 1650 dual

 

which one is best in terms of cooling؟؟؟؟

 

and which card is will be hotter؟؟؟؟

 

Can they do thermal throttling or not؟؟؟؟

 

And which card will be noisier in terms of fans؟؟؟؟

 

btw don't asking me to buy another card like 

rx 570....rx 580.....gtx1650 super

because the prices is terrible

In terms of cooling the dual fan one is better so it will also run cooler than the single fan gpu, as well as it will run quieter since the fans won't ramp up as much trying to cool the gpu since there are two fans opposed to only one. For thermal throttling you can't do thermal throttling so I am not sure what you mean, if your asking if theses card will thermal throttle that only depends on how much you plan on pushing it and how hot it gets
