I just completed a new build using my old graphics card. I suspected the graphics card might be junk but I used it anyway to wait for the release of the 3k series. 

 

After completing the build all seemed well. Except for the fact that I couldnt play graphic heavy games which I was ok with. I launched one just to see how things would go and my display turned off but I could still here sound. So I restarted my pc and didnt try it again. 

 

Finally I launched a game that was playable on my previous build and when I did that my system shut down and now it wont boot back up at all. I cant tell if anything is getting power.

What are your full system specs? What is the make and model of your power supply and motherboard? Your power supply might be a dud.

I've never heard of this before, so I am only speculating, but my guess would be a problem along the 12 volt rail of your PSU.  The CPU is run majority on the 5 volt and 3.3 volt rails, which would explain how you can get upto the OS screen, but once your computer goes beyond the basic low resolution display of your POST it tries to pull of the 12 volt rail to feed the GPU.

I would guess you need a new PSU.  Don't try and boot up till you get a new one.

 

This is just my hypothesis.

To make this even more confusing I disconnected my regular monitor 2k from display port and connected a 4k tv and I'm able to see the screen again. I've installed an updated all the drivers, I had to download them from the website because of no disc drive so not 100% sure on that. But it seems atm I can't run display port from the motherboard but I can hdmi from it.

 

The entire reason I built  new PC was because I was having similar issues on my previous build. It was a bit different though, when I tried to launch a graphic heavy game ASUS anti surge would prevent it from happening, I disabled anti surge and it would just kill the power to my pc and restart it. It never has done anything like this. So this issue persisting across 2 builds makes me think it has to be the graphics card but I don't understand what would cause this to happen.

You didn't by chance accidentally put your hdmi cable into your display port at some point, did you?  I mean, the ports are differnet and the shielding around it would stop you from doing so, but with enough force maybe you could make it happen.

I ask, because the pins on the two ports are very similar (regarding where voltage and signal are carried) so it is theoretically possible that you could have push voltage through the signal pins of your display port and there for fried parts of it.  Your TV might be asking for only certain pieces of information (for example HDCP might not be needed for your TV but required for your monitor) and the two way connection of the display port might not be returning signal to the graphics card...

But i feel like the chances of that are so astronomically small... like 1 in a hundred thousand.

On my previous build I mightve bumped a wrong port by mistake but I know I've never gotten a wrong plug into a wrong hole before.  I'd also like to mention on the previous build before moving to the new one I put my old 760 in and ran display port from it so the cable is in working order as well. 

 

I think you're right about why the monitor wont work on integrated. This monitor is definitely a bit feature heavy. It's an ROG Swift 2560x1440 w/ gsync 144hz. I guess I just assumed those feature that cant be utilized would just be disabled and ot would run without them.
