will using cheap mobo make cpu temp higher?

Cheap motherboards don't affect cpu temperatures. However they can affect clock speeds, though to my knowledge there aren't any b550 motherboards that have bad enough VRMS that' would cause the ryzen 7 3700x to not work at its full potential.  Cheap motherboards tend to have cheap VRMS which overheat since they can't deliver a lot of power which higher end CPU's require. So no, cpu temp won't be higher if you buy a cheap motherboard, if anything it will probably lower cpu temps.
