Hp Pavilion laptop only charging when closed

my laptop will not charge when it is open and running. I have replaced the battery and the charging port with known working ones. when I plug in the charging cable my computer recognizes and begins charging and with in 30 seconds it stops. I'm running Windows 10 x64 and I've uninstalled and reinstalled my battery drivers in device manager.

 

the laptop will charge normally when it is closed and sleeping so I think this is more of a software issue than a hardware one but Idk. 

 

I'm out of ideas and my only conclusion is there's something wrong with my motherboard. I hope that's not the case, any assistance is much appreciated!
