So I've had games installed and refunded in the past. Just wondering, what stops me from being able to play them even though I still have them installed? Same for preloads, preloading Horizon Zero Dawn right now.

The fact that the game is modified so steam must be started to play the game

Games with Steam DRM require Steam to authenticate the ownership of the game. Most games that make use of Steam DRM only require a single activation and will revoke said activation if it's refunded or removed from your account for any reason.
