Me and my friends been playing minecraft on a server that i made and hosted on my PC for a while now. Yesterday when going to my dads place, i decided to leave the PC running and so the server. As i missed my steam library in the evening, today decided to go back home and get my PC. When hooking it up to the TV i usually play games on at my dads place, there is this weird screen flickering issue now. The screen flickers on, off, sometimes i see random colored pixels for a few miliseconds on half of the screen. Uninstalled the driver with DDU, that seemed to fix the issue, but well, games dont run really well without a driver. Went on AMD's site, got the newest driver version and at the end of the install got an "Error 1603". Whats wrong and how do i fix this issue ?

GPU: ASUS Strix RX 470 4GB
CPU: i3-6100
RAM: 8Gb DDR4
Motherboard: Asus H110M-K
PSU: XFX TS550
SSD as a boot drive, HDD for games and other files

It appears this can sometimes have to do with conflicts with anti-virus software. What AV are you using? Can you try disabling it while installing the driver then re-enabling it after? See if the same error occurs.

Good ol' Windows Defender. Reinstalled windows a few weeks ago and didnt have issues then, but ill try.

AMDs website seems to have several solutions for Error 1603. Let me know if any of the others yield results.

Tried both of those cmd/powershell commands as admin, both returned that everythings fine. Tried disabling the AV. Windows on the latest version. The last thing to try is reinstalling the Microsoft® Visual C++ Redistributable files, but my internet here is quite bad, so that might take a while.
