Ugh.  Blu ray.  The most complex locked down DRMed thing ever put in a computer. I’ve got one in my machine but I gave up ever getting it to work correctly years ago. 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Last I looked there were paid for apps that could make them function.  That was some time ago though.  They weren’t cheap.   It can theoretically be done without paying for stuff.  It’s really complex though.  Do you actually need the Blu-ray functionality or just disk reading?  If you don’t actually need Blu-ray specifically dumping the the thing and getting something non blu-ray might be simplest.

Then you might find it cheaper to simply remove and toss the Blu-ray.  Replace with either an external usb thing or something internal.  Or you could buy some software and hope.   Cheapest is remove and replace.  I’ve seen old dvd drives go for $20 or less.  USB has the advantage of keeping all the complication behind the isb port so it will just act like a thumb drive as far as the machine is concerned. Software could allow you to play blu-ray movies, assuming it’s not actually a mechanical problem with the drive, which could be the case.

Also what should I look for when buying an external dvd or blu-ray drive?

I haven’t looked into software for a long time any data I might remember is going to be out of date. Blu-ray is different than DVD. Blu-ray is a Sony thing and microsoft almost couldn’t get them to allow them in PCs at all they were so worried about IP.  The result was this immensely complicated fragile mess of DRM.  If I see “my blu-ray doesn’t work” I think software.  “My DVD doesn’t work” is more likely to be hardware.  For DVD there are several layers of complication.  Capacity size, type, whether dual layer is implemented, all kinds of crap. DVD is old obsolete tech though.  New systems often don’t even have them. Get something that can read the disks you’ve got, then find the cheapest of that type.

I have some CDs I wanted to transfer over to a USB drive so this is why I wanted to fix the drive.. 

Ooh. CD no less. Super old tech. Just about anything you can find then.  If you’ve got an electronics recycler nearby the cheapo solution is pick up a free sata disk player and swap it with your blu-ray.  Labor but no materials cost

Id say outside of 4K movies. Physical media is dead. The only reason I say 4K movies is because of bandwidth caps by a hole ISP's and the fact Blu-ray still provides the best experience in terms of quality. 

I just want to sit back and watch the world burn.

Yep.  Cd is so dead vinyl is coming back a little.
