50 over but you get way better performance. Go i3 9100f if you don't care about an upgrade path

i would suggest buying a optiplex for 150 of ebay and throwing in a gpu and ssd. Its not worth it for $350 tbh.

Actually, I stand corrected - the i3 9100F / H310 motherboard does kinda have an upgrade path. You can upgrade to the 9900T, which isn't much slower than a 3600, albeit it's a 35w chip. 

Not totally sure about the PSU - I think it's a rebranded BR that they're selling as a Best Buy exclusive, but if you want to be safer another $10 wil get you a Seasonic S12iii. Which is also a groupreg but a better one.

Though I agree with @Ed-petit that with your budget, you might be better off getting a used Optiplex with something like an i7-3770, and then throwing in an SSD and a GTX 1650.
