15 FPS lock in fullscreen

in every unity game i have a 15 fps lock and some other games have 15-30 fps lock. when i want play superhot it plays 15 fps in fullscreen when i launch on windowed mode everything is fine. in LOL it has 30 fps lock in fullscreen . but in rainbow six siege , csgo, valorant there is no fps lock in windowed or fullscreen

Ist the issue apparent in windowed fullscreen ? Or borderless window I guess. 

The fact that the fps lock is different in some games actually should suggest that there is no issue with your monitor or windows settings 

First of all what refresh rate is your monitor ?

Do you have different monitors ? 

And do you use vsync ? 

Also I could see there being some wrong settings in your gpus driver utility.

i am not using v-sync. 60hz . and this issue starts when i play fullscreen not borderless. and 2 months ago i could play without any fps problems but now its stucks on 15fps in several games.
